Norberto Rivas had been Arlington ISD’s Assistant Superintendent of Financial Services prior to being named Interim Chief Financial Officer in July of 2025.

Rivas brings more than 15 years of experience in public school finance, including over a decade as Chief Financial Officer at San Elizario ISD. Known for his steady, data-driven approach, he maintained strong fund balances even during periods of declining enrollment, oversaw the successful execution of a $28 million bond program and consistently secured Superior financial ratings and clean audits. His conservative financial leadership and commitment to operational efficiency will help guide Arlington ISD through its continued journey of fiscal responsibility.

Rivas is a Certified Public Accountant with bachelor’s and master’s degrees in business administration from the University of Texas at El Paso. He also participates in the Future-Ready Superintendent’s Leadership Network, a statewide initiative focused on continuous improvement and innovation.

Donald Tate is the Treasurer and Accounts Receivable Manager for the Arlington Independent School District, where he oversees treasury operations, cash management, investments, banking relationships, and accounts receivable while ensuring compliance with Texas laws and financial regulations. With more than 25 years of experience in treasury management, internal auditing, accounting, and financial operations, Tate has built a career focused on safeguarding public assets, strengthening internal controls, and improving organizational efficiency.

Before joining Arlington ISD, Tate served in several progressively responsible internal audit roles, where he gained extensive experience in financial analysis, operational auditing, risk management, compliance, and process improvement across both the public and private sectors. He earned a Bachelor of Science in Accounting from Grambling State University and is passionate about servant leadership, fiscal stewardship, and developing strong financial practices within public education. Tate is also committed to community service through his volunteer leadership with nonprofit and faith-based organizations.
